Hrm...
If by artistic you mean an excuse for poor animation skills, okay.
The concept is good, you just need better skills at drawing and animation.
Try submitting it again when you get a better chance at it. Keep up the work. I really want to see this again once it gets better.
I know the animation wasnt 100% smooth, but how can you say my drawing wasn't good enough? The Park Slope houses look almost EXACT, and so does the Statue of Liberty. Well, thanks for watching, I guess.
